Pattaya is not, on first impression, a romantic dining destination. The reputation is almost entirely shaped by the bachelor-party energy of Walking Street and Soi 6 - which exists, but is one slice of the city. The actual Pattaya has clifftop fine-dining restaurants with bay views, garden compounds with private dining rooms, intimate French and Italian bistros run by chefs who emigrated decades ago, and beachfront Italians where sunset on the sand is still magical.

The view restaurants
The Sky Gallery Pattaya on Pratumnak Hill is the most photogenic - multi-level clifftop with rope swings, hammocks, and unobstructed Gulf views. Pan-Asian menu, sunset is mandatory. Book the lower terrace for the best views; arrive 60-90 minutes before sunset.
Rimpa Lapin next door is the older, more locally beloved Thai cliffside institution. Less Instagram-driven, more atmosphere-driven. Locals consider this the original Pratumnak sunset restaurant.
Horizon Rooftop Bar at Hilton Pattaya sits on the 34th floor with 270-degree city and bay views. Smaller plates and serious cocktails - more of a pre-dinner or after-dinner option than a destination meal.
The fine-dining institutions
Cafe des Amis is widely considered Pattaya's best fine-dining French-European restaurant. Henrik Pyndt Sorensen runs the kitchen; the wine list is Wine Spectator-recognized; the tasting menu with pairing is the move. Book 1-2 weeks ahead for weekends.
The Grill Room at Royal Cliff is the old-world grand-hotel experience - Chateaubriand for two carved tableside, flambé desserts, 600+ wine cellar, live piano. Closed Mondays. Smart-formal dress code (no shorts).
Bruno's on Second Road has been running 30+ years - quiet, classical European, exceptionally deep wine cellar. The kind of place you book for a 25th anniversary. Closed Mondays, dinner only.
Garden and atmospheric settings
Sugar Hut in Pratumnak - upscale Royal Thai in a teakwood resort garden with wandering rabbits and peacocks. Cash-only quirk and dated decor are part of the charm. The atmosphere genuinely cannot be replicated.
Mata Hari on Pratumnak Soi 5 - hidden European fine-dining in a converted Pratumnak villa with garden terrace and bay glimpses through palm fronds. Closed Mondays; reservations strongly recommended Friday-Saturday.
Capannina on Pratumnak Soi 4 - tiny Tuscan-Roman trattoria with checked tablecloths, daily-specials chalkboard, garden seating. Owner-chef from Florence. Reservations essential.
Beachfront with toes-in-the-sand
The Glass House Beachfront Restaurant on Na Jomtien Beach is one of Pattaya's most consistently top-rated. Serious seafood, beachfront tables, 170+ menu items, sunset is unbeatable. Long taxi (25 minutes from central) but worth the trip.
Bacco Beach Italian on the Na Jomtien sand - wood-fired pizzas, fresh pasta, Italian wine list, golden-hour timing. The romance is built into the location.
If you want to propose
Three options: Cafe des Amis if you want the kitchen to know in advance and prepare a proper presentation (private nook, dessert with the ring, champagne); The Sky Gallery if the location is the moment (book the corner terrace at sunset); The Grill Room if you want the old-world hotel theatricality. Mention the occasion when booking and the kitchen will accommodate.
Practical advice
Pattaya humidity is real - book restaurants with reliable air-conditioning or covered outdoor terraces, especially March-May. Sunset times vary - golden hour is roughly 18:00-18:30 in dry season (November-February), closer to 18:30-19:00 in rainy season (June-October). Reservations should be made 5-7 days ahead for weekend evenings, particularly the clifftop and view restaurants. Many fine-dining restaurants are closed Mondays - confirm before showing up.
